Changing Default mail Server

Windows is being very stubborn and not letting me change default mail servers
from Outlook Express to ThunderBird.The proper boxes in each program are
checked.When I go to Set program Access & Defaults/choose Custom/Set to TBird
it shows the box "Applying Changes",but the progress bar starts at half way
and just stays there,while the pages keep flipping as if it is still
"changing"!
I have tried uninstalling and reinstalling and even downloaded and used a
"Default Mail Utility".
Wondering if this is a Windows issue...any ideas?

Oh, wow...I was totally unaware that both OE and Thunderbird could act
as mail servers...that's freaking crazy. I've gotta set up a mail
server at the house...

Yes,that was the Utility I downloaded & used.I checked TBird and nothing
changed.Wondered if I had to use the "reset" option on the right side of the
screen?
