Changing default file saving location

Was wondering how to change the default save file location in Microsoft 2000
pro. When a user goes to save a file from IE or download is there a way to
change the default folder that comes up?

HKCU\Software\Microsoft\Internet Explorer, REG_SZ Download Directory and
HKCU\Software\Microsoft\Internet Explorer\Main, REG_SZ Save Directory - last
directory remembered.
