changing an older office file to a readable Vista file?

I received an email (on my new computer) with an attached form to fill out.
It only opens in an unreadable code. How can I open it. I have word 2003 with
Vista Home Premium .
 
First, never open an attachment to be edited in Word directly from an
email; save it to your hard drive first.

Second, what format is the attachment? If it's a pdf, you can't open
it in Word anyway, only in Adobe Reader.
 
The attachment is labeled as a jpg. file

You can't open a .jpg (picture) file with Word. And you can't edit it with
Word either.
 
jpg is a (scanned) image of the form. Open it with Windows Picture and Fax
viewer or some other graphical application like Paint and print it from
there.
