changing a series 'value' label to 'none planned' ?

wiyh regards to Andys solution above, how does tis work exactly? is i
positive;negative;blank in the fields? i.e. General;General;"Non
Planned" would put general if positive or negative values in the cel
and none planned if the cell is blank?

just trying to work out how it works
 
The format sections are for,

Positive ; Negative ; Zero ; Text
