changing a domain name on a DC

Is there a Microsoft tool that can change the domain name on a windows 2000
domain controller? The only thing I can find about it is to remove AD and
reinstall it. Is there a way I could migrate the users and computer over to
a new domain instead?

In order to migrate your users over you might want to
consider setting up the new domain and migrate the users
over then join the old DC to the new domain.

Thanks for your help.. Do you know a way I could just change the NetBIOS
domain name? If not I have to go with the admt tool because the domain is in
native mode.

No there is no way of changing NetBios domain name.
