Change XP from French lanuage to English lanuage

I got a PC from France - so it has the French lanuage on it - I want to
change it to english. I have changed everything under regional settings to
English (Australia) but it still is in french.
 
And so it will stay. Only the english version can change it's language. And even then it must be specified at time of purchase.
 
Only way to change the basic language is to install a full
version in the language you want. You can dual boot if you
have the disk space. But a clean install is required.

You cannot from one language version of the OS to another, so you'll
have to purchase a the full version of WinXP, in whatever language you
want, to perform a clean installation. (I've been told -- by someone
whose knowledge I respect -- that it should be possible for you to use
an Upgrade CD to perform a clean installation, using the original French
installation CD as a qualifying item; I have not tested this method,
myself.)
