Nope, he doesn't get to "change" his license. He gets to use the SAME
licence - but *only* if it was a retail license. If it is an OEM
license, he is NOT allowed to move it to another computer.

After moving the retail license to another computer, just go through the
activation process again using the product key provided with the old
computer.
