You'll need the Chinese version of Windows for displaying system messages
in Chinese language.

As for inputting Chinese alphabet, you'll need a Chinese keyboard.

However, you still can do that using English keyboard.
All you need is the Windows Xp CD-ROM.
Just follow these steps.
1. Open "Regional and Language Options" control panel.
2. Select the "Languages" page.
3. Make sure all the checkboxes in the "Supplemental language support" box
are enabled.
4. Press the "Details" button.
5. If the Chinese keyboard service is already installed, skip to step #8.
6. Press the "Add" button.
7. In the "Input Language" field, select "Chinese" and press the "OK"
button.
8. Select the "Advanced" page.
9. Make sure all checkboxes in this page is enabled.
10. Press the "OK" button.
11. Follow installation instruction.

You may need to restart your system to complete the installation.
After the installation is complete, you'll see a new buttons at the left
side of the system tray icons.
If not, you'll see a floating toolbar.
If you don't see anything new, try opening Notepad and press
LeftAlt+LeftShift.
The above hotkey activates/deactivates the foreign input language service
window.
