Change the URL Language

Hello ,
My OS language is English(US) , same as browser language(IE 6.0).
But now I want to change the browser language to Dutch as well as URL (means
whatever I passed from URL) , it should get change according to Dutch
language.whatever will appear on web-page at time of Page-Load(like system
time or months in combo-Box) , it should appear in Dutch language. Please
help me out, If any body know about this !
