Format | Style | Style Name (dropdown - should show normal) | Modify (button).

For all new workbooks and sheets............

Tools>Options>General. Change the Standard font and size.

For an existing workbook................

Format>Style>Normal>Modify>Font

In Excel 2007:
Home ribbon
Styles section
Cell Styles button opens style box
Good, Bad and Neutral section (top one)
Right-Click Normal (should be highlighted) and choose Modify
Style box appears
Click Format
Font tab
OK, OK

This immediately changes Excel's row and column labels on an existing
worksheet.
