Change subfolder to folder

TRAUGH

I have 8 different main folders: ex. Construction, Signage, Environmental,
etc.
There are multiple subfolders consisting of different cities under each
folder.

I would click on construction, click new folder, then create the city.
For each new city I would do this.

But, they are showing as subfolders branching off of subfolders.
For Ex: ENVIRONMENTAL
-Houston
-Oak Park
They are branching off one another rather than looking like:
Ex: ENVIRONMENTAL
-Houston
-Oak Park
I need them to be main subfolders; not subfolders branching off of subfolders.
 
Just drag and drop the folder to rearrange them.
When creating new folders, look carefully where you create them.
