Change scrollbar color?

Hello

Does anyone know how to change the color of scrollbar? Not the arrows or
the thumb, if that's what it's called (the part you can click and drag up
and down), but the scroll bar itself. There isn't enough contrast
between the thumb part and the scrollbar for me. I tried changing
hkey_current_user\control panel\colors\scrollbar but it seems to have no
effect. I even set it to 0 0 0.

On the same note, Win9x used to let you customize a lot more elements,
like button hightlight, through control panel. Not so XP. Seems like a
step backward. You'd think now that most video card can do at least
16bit color, we'd be allowed to have a custom color for EVERYTHING.

Perhaps another theme, like one of the High Contrast ones available
under Control Panel|Display|Appearance. Also, the Advanced tab on that
same page allows for size changing on scrollbars; that might help.
