change ruler from centimeters to inches

In OfficeXP the rulers in page layout are in centimeters
whenever I go to Tools then Options to the general tab and
choose inches the ruler stays in centimeters I have tried
to change the regional settings to be sure everything is
in U.s. measurements.

I have even reloaded the software and still in
centimeters. This is not happening in other software
programs. Any assistance will be appreciated. I teach high
school computers and its driving me and the kids crazy.
