Change/Remove button missing from most in Add/Remove programs

On XP Pro SP2 and going to Settings, Control Panel, Add or Remove
Programs gives a list of all of the programs. Except for one program,
all of the others have the "Change/Remove" button missing so I can't
uninstall these programs.

I recently installed SP2 from the download but I'm not sure if the
problem may have existed before SP2. I did delete the SP2 uninstall
files and wonder if that may be contributing to the problem.
 
This is true. I am having the same issue and the below solution did not
work. It must be something in the SP2 install that is locking down security.
Anybody know a fix for this? I have 4000 laptops waiting on a solution.
