Change Proxy settings in ALL profiles in XP

I have a number of computers all members of a domain, and
would like to change the internet explorer settings to
a "Proxy".
Problem:
It doesn't carry over to all profiles (including
default). Is there any quick "install/fix" to change all
profiles (current and new) over to proxy settings?

Start\run Type: gpedit.msc
Computer Configuration
Then Administrative Templates\Windows Components\Internet Explorer
Make proxy settings per machine (Enable)

User Configuration
Windows Settings\Internet Explorer Maintenance\Connection
Proxy Settings

You can also setup your Homepage URL under
URL\mportant URL's
