Change Password ?

How do I grant "Password Change" capability to my Windows XP users without
giving them "PowerUser" privilege ? I checked "Password never expired", the
user still cannot change their PW. No error but the system gave a message:
PW can not be changed at present...

Got it working now. Its local sec. policy "Maxium password age" set
improperly.
