Change password fails using ADSI Browser "Account restriction"

Hi
I use adsi viewer tool which came with sdk.
i have given proper delegation rights on the OU.
When i try to change password from Adsiviewer tool . It
fails with following error
Error:8007052f logon failure :account restriction.
I have checked the permission also.
Set password option works fine.

Anybody has any ideas, how to fix this
