Any time you ask about the "best" something, you will get conflicting
opinions. Some people will say Partition Magic, others will say Boot It Next
Generation, still others will have other choices.
There is no "best" tool to do that. All partitioning tools do the same
thing and all of the better known ones are equally good at doing the
job. Some are easier to use or more user friendly than others or they
may have additional tools and features but if you srictly only want to
do partitioning work any one tool will be fine. The free ones are just
a good or even better because they leave you with more money in your
pockets, money that you can use to buy a real program that you will
everyday instead of paying for a tool that you might use once every two
years! Or money that you can use to buy a steak and a bottle of wine!

Much agreed. Personally i like gparted. It has the advantage of never
having to run on the partitions it is altering; compatibility with Vista is
anyone's guess though.
