change icon color traffic lights in conditional formatting

Is it possible to change the standard colours in the 4 traffic light
conditional formatting funtion to any colour you want?
 
What "4 traffic light conditional formatting funtion" is that? Which
version of Excel? What command are you using to get to this function?
