Is there any way to change the default Save As type for an Outlook message
from .oft to .msg?

YES,
just use the outlook add in MailToFile. It gives an extra button in
Outlook to easily archive e-mail as msg file. You can select and save
many e-mail at once (this is not possible with the Outlook SaveAs).
A normally working version is free for download on the website
