Change default labels and add new ones

Is it possible to change the default label texts? I know the customised texts
are stored for each Calendar in the 0x36dc0102 property of the Calendar. But
the default ones are not. Is there a way to change them (best would be on the
Exchange Server or as Domain Policy)

The second qustion is about adding new labels (more than 10). I know the
0x36dc0102 can store more than 10 custom names. It's possible to modify
appointments to have a higher label ID than 10, this results in the label
text beeing displayed as "None", but at lest with colors which are different
to the ones of the ordinary labels.

No and no. You can only customize up to 10 labels on a per-folder basis.
