Change default Drag & Drop functions

Is it possible to change the default Drag and drop functionality in Windows
Explorer?
For example:
When I drag data from directory to directory on the same drive, a "move"
will be executed.
When I drag data to anoter drive, a "copy" will be executed.
Is it possible to always execute a "copy"-command when dragging data around?
Where Can I configure this?

Holding down the [Shift] key while dragging reverses the normal actions:
Dragging to another drive will Move instead of Copy.
Dragging within the same drive will Copy instead of Move.

You can also drag with the right mouse button, and then select Move or Copy from the resulting menu.
The menu:
- Copy
- Move
- Create Shortcut
- Cancel
appears after releasing the right mouse button.
