Change computer name and IP adress ????

Dear all,

After deploying a Windows 2000 Pro system using Sysprep, is there a
possibity to allows PowerUser to be able to change Computer name and Ip
adress ?

Any Tools or settings...
I have try to play with security policy and User rights but no luck
