Change color of Windows Scrollbar

I'd like to change the colour of the windows scrollbar in
Windows XP. In the Advanced section of Display Appearance
properties I can see a list of elements that can be
changed, including Scrollbar. But I'm only able to change
the width, not the colour. The colour buttons are
disabled. Is this "normal"? Is there a way to work around
this limitation?

Scroll bar gets its color from the 3d Objects color. If yuo wish to change
just the scroll bar then you're going to have to make your own skins or
download skins other have made to suit your needs. A good place to start:

All the colors in an XP Style are fixed, as part of the 'style'. You
can change colors if you switch over in Display - Appearance to using
'Windows Classic style' for windows and buttons, but not otherwise
(or get one of the third party Style packages, but those are not usually
flexible either)
