Change color of all Desktops in a Domain

Hello

I need to change color of all the desktops on my LAN and I hope that someone could tell me how to do that.Also I need to create different shortcuts for different groups of people

Group policy and logon script files (or maybe a startup
can do this if you are willing to work at it.)

The reskit program "ShortCut.exe" is one you can use
in a batch script for the actual shortcuts or if you create
them ahead of (batch) time, you can just Xcopy them
from a server share.
