Change Calendar Appointment minutes from 30 to 15

How are you opening the appointment form? If you change the time scale and
open it from the day view, it will default to the time scale setting. If you
use the New button when in the Month view, it will always be 30 min.
 
Try:

View > Current View > Customize Current View > Other Settings.
