Change application title

I am using the form_onopen to rename the application title. The problem
being if I just open to the database form
(Tables,Queries,Forms,Reports,Modules) the name shows as Microsoft Access
until I open th form. IS there a way to set it perminantly?
 
In Access 2003 you go to tools>Startup and in there you can change the
application name and even add an icon to it.

The application title is already there. It just doesn't show on the title
bar.
