certsrv web page not coming up properly

Hi everyone.

I hope I'm posting in the right place. I'm new at this and am doing
all of this on a test LAN. Long story short, I created my authorities
and now I want to enroll a user for smartcard use. In IE, I go to my
certserver/certsrv page. My main problem is that my browser says
'loading activex controls' and it just hangs there. Any ideas where
I'm going wrong? I've set up everything on the server according to
the KBs.
