Certificates Expired

A lot of the Windows 2000 Certificates have expired or will by the end of this year (2004). One in particular the Microsoft Root Authority has or will expire very shortly. This looks ominous to me. If it's not then what good are these certificates if they can expire and my machine doesn't start smoking?

What gets me is the constant re-installation of expired certificates. If a certificate
expires it should automatically be removed by the OS. If a certificate has expired the
certificate should not be allowed to be installed into the OS.

I keep on dealing with this crap when working with personal security certificates in
conjunction with a "specialized" form of Smart Card.
