Has anyone created a certificate and then distributed it to users?

I've created an access tool that I sell. Up until 2003 I did not worry about security. Now with 2003 I have to tell all my users to set their security level to low. I'd rather not do that but I just don't get how the certificate works. Is there any information on how to create a certificate, program for it, and then distribute it to others? I can make selfcert work fine but that's not distributable. I'd don't want to have to buy one from a company either if I don't have too.

You HAVE to buy a certificate from Thawte or Verisign, or use work arounds
like setting macro security to low during install or using automation to
start your app with security set to low. Certificates created using
selfcert are of no use except on the PC the certificate was created on.

As for how the certificate works, you obtain one, and then sign your code
with it. If the code has been modified, users will be informed...the
thought being that the code modifications might be malicous.
