I bought a used computer and it has a Windows certificate sticker on it. Can
I transfer and register the Windows XP Pro operating system to my name? If so
where do I find how to do it? How much does it cost?

It's unlikely it was ever registered and it is not important. Only
activation is.

Registration is meaningless.
You bought it, you have it, nothing needs to be done.
However if you have no winxp restore disk, or the PC doesnt have a restore
partition your up a creek if it goes wrong.
The key on the PC is specific to the OEM version of winxp installed by the
manufacturer.
If eg its a Dell system you would need a Dell OEM version of winxp
