Certificate Service in Win2k SP3

I installed the cert service on a Win2k SP3 server
using stanadlone CA.

No error seen during install but when
I navigate to http://localhost/certsrv and select
the advanced option to request a cert.

The next screen just says 'Downloading ActiveX Control'
and never finished. Some of the combo box in there
was never loaded.??

ANy one has any idea ?
