Centering

Center horizontally or vertically? Center on the same line with
already-typed text or on a separate line?

It does sound as if the text has been typed using a carriage return at the
end of every line, so when you center the title it seems to be out of
balance with the text beneath it.
Not sure if I understand your question correctly but if you want the title
to be centered in relation to the text (instead of between the two margins)
apply a right indent in the paragraph containing the title then press the
center button on the toolbar. Or put the title in a borderless table of one
row, adjust the width of the table, center the text in that cell.
If the title is already typed, and it is in a separate paragraph, just click
in the paragraph and click the center button.

Sorry I was not clear. What I meant is that I already have text typed with
wide margins and I would like to place a horizontal title above the text on a
separate line for description centered between the text alone. Is this a
little clearer?

Ctrl+E or the Center button on the Formatting toolbar or Format | Paragraph:
Alignment: Centered will center text between the margins or between any
paragraph indents that have been applied to the paragraph.
