Hi,
Is it possible to completely protect one cel form input or changing the layout??
It would be great if you even can not go to the cel with the cursor or tab..

Hi
you may select all cells for which you want to ALLOW entries. Then goto
'Format - Cells - Protection' and uncheck 'Locked'.
After this goto 'Tools - Protection' and protect your worksheet
 
In addition to Frank's comments, if you are using Excel 2002 or 2003 you have
the option when Protecting the Sheet to disallow selecting "locked" cells.
