Cells which stand out

I have the following data, where 268 is 45.8% of 184. The
45.8% is computed. I'd like the same 45.8% cell to be
red, or some other color, or blink, or somehow stand out
when the computed figure (45.8%) is greater than 25%.
Even better, if it could ALSO be another color is it drops
below negative 10% or so.
