Cell / Table insert Picture/background grayed out.

I would like to make a table on top of a table and put a tiled image in the
bottom cell/table. My options to insert a use background picture is grayed
out. What am I doing wrong?
My next problem is how do I get another table on top of that one and insert
another background picture or color?
I have made a completely new site with no CSS or Templates.

Any help will be greatly appreciated.
 
Tools | Page Options | Compatibility tab, set browsers to IE only or Custom.
