cell shows 20. Formula shows 20. why not 540/27

A cell shows 20. Formula bar shows 20. Formula bar should show 540/27.
How can I make the formula bar show the example formula 540/27?
 
The cell must contain the value 20 hardcoded and not a formula. Type =540/27
in the cell and then the formula bar will show =540/27 in it and 20 in the
cell.
 
It sounds like you're formatted as number; try switching the cell format to
General: right-click on cell, format cell, number, general.
