Cell controls not moving on arrow keys

hi all,

in my excel sheet sometimes i get the problem like i have to press tab to
move from one cell to another instead of arrow keys.

What is the cause of the problem and what is the resolution.

Are you in Edit mode when the arrow keys won't move to next cell?
