Is there any way to get more color options for the cell patterns unde
cell format
 
No, you are limited to 56 colors in Excel. You can select which
colors you want to appear in that pallet, but you are limited to
56.

You can format the cell with the 50% gray pattern and then use that to mix 2
colors from the existing palette to get a new (dithered) color.
