Cell Color condition using IF... ELSE statement in Excel

I want to change the text color of a cell.

The conditional formatting is not what I really seeking for because I
have some complex multiple conditions.

Help me out if you friends have any solution for me.
 
CF can handle complex multiple conditions, it can only handle 3 separate
cases per cell unless you have Excel 2007.
 
Isn't there any other way?

I had a look on help and found some code like "[red][>100];" but didnt
get... how to implement it?
 
That is a custom format (Cells>Format>Custom ). You could add that to give a
couple more.

Only simple ones such as a number < 1000 as an example.
