What do you intend to do with the computer and how much
money do you have to spend?
Since you are asking, you must not be a very big computer
user, a Celeron would save you several hundred dollars and
run just a little slower because it has a smaller cache in
the CPU.
Are you planning to buy a pre-made computer off-the-shelf,
or having one made-to-order? Best plan is to select the
applications you intend to run, whether games, office
text/numerical or video/photo-editing, then select the
hardware to run that well.

You have to answer that question for yourself. Do you want to
save money or get better performance? The P4 is faster and more
expensive.
