CD time difference on Win98 PC vs WinXP PC

A CD full of JPG images shows a creation date that is different by 4 hours
on my WinXP machine vs my Win98SE machine -- both PC's have the same clock
setting -- why the difference? The Win98SE machine is the one in error,
being 4 hours later.

Check to ensure you have the correct time-zone on the Win98SE machine. If
you have software installed which checks for correct date / time, you can
still set the time. However, if the PC has the wrong time zone specified,
the software will change the time from what you've entered.

It is a Time Zone matter. The time recorded on the CD is the same, but
XP adjusts displayed modified times by local time zone offset - so that
they appear always in local time (Having itself always written them in
Zero zone time). I am not sure if this was a sensible idea; it can
certainly confuse
