Where is the setting that enables CD-ROM Auto-Play?

I had it disabled in Win 98 and the Win 2000 that was installed over Win 98
inherited that setting.
I'd like to enable Autoplay.

Windoze 2000 Help only tells how to disable.

Turns out that the registry settings were already correctly set up to allow
AutoPlay, but particular CDs won't autoplay.

For example, Disk 1 of the October 2001 MSDN Library won't automatically
start.
