CD-R CD-RW date problems

I'm having problems with CD-R and CD-RW devices on an
XP-Pro system.

The CD-R/CD-RW works. It's just the date / time stamp are
marked as the current date / time when I perform a copy
using Windows Explorer to a CD-R device.

I can get around the problem by copying directly to the
CD-BURNING folder, but if I copy from a folder (right-click
on the files, press CTRL+C or select copy from the menu),
then open Explorer (My Computer), browse to the target
drive, and then press CTRL+V (or paste from the edit menu),
the files are copied to the CD-BURNING folder and then
tagged with the current date and time.

The expected results should be the same as copying to any
other destination and the date and time should be retained
in ANY copy process.
 
Just curious. Is there anyone else having date problems when
writing files to a CD-R or CD-RW???

The specific problem is that it's a copy procedure and two dates
are changing when the file is copied TO the CD.

The Creation Date is stamped with the current date and time, and
the Modified Date is stamped with the current date and time.

I found a way around it, but it's a bug that shouldn't be occuring at
all. Anytime you copy a file from one place to another on your
hard disk or to a floppy disk, the file keeps the same dates as it
originally had. This means that when you install Microsoft operating
system, you don't get brand new files because it's just a simple
copying procedure and the copying procedure doesn't modify the
date and time on the files. This is the way it's always been done.

But for some reason there seems to be a BUG. When I'm copying
from any location to a blank CD, the XP Pro operating system is
NOW putting new modify and creation dates on the files.

If anyone else out there can confirm this, this would be great news
to me. Just open the drive by using Explorer and try to copy an old
file to a blank CD.

Let me know if your modify / creation dates change. If you want to
try this with a floppy disk too, you should not see the date/time
change.

Thanks! Maybe it's just my system. Gahh! I hope not... I've already
reinstalled XP a dozen times trying to fix this problem.

I'll add one more problem that I see.

When I view the files on a Windows Millenium system, the date
is incorrect on the Millenium computer. It reads:

5 hours later than the date as it reads on Win2k and WinXP
systems.
