cd not reconised

For some reasons, my CD and DVD drives don't seem to work.
If I go to "my computer", then click on my CD or DVD drives, an error message shows "E:\ not accessible incorrect function". However, when I reboot, I will be able to use the drives, but once I change disc, neither drives work again.
Any idea how to solve this?
ive been to both these place for help but they still dont fix the problem

Every time I've seen that symptom it was also accompanied by Drive A also
not working, and those combined symptoms were always caused by an infection.
The solution I've always used was to put the HDD into another NTFS based
computer, with it configured to not be Drive C, and run updated antivirus
against it. Then if it still didn't work I'd try uninstalling (not
disabling) the drivers for the CD's and then, without first rebooting, click
Start then Run then enter the text cmd and click ok, then type:

sfc /purgecache
sfc /scannow (this may require any XP installation CD of the same exact
type, i.e. Home or Pro, that is installed and can take quite a while to
complete)
sfc /purgecache
exit

Then and still without rebooting, use Add/Remove Hardware to have the system
check for new hardware so it would discover the CD drives again.

Note that the above advice is only valid if Drive A is also not working.
(Most people don't bother to check as they seldom use it!)
