CD cannot be read in another PC

I have not found a problem exactly like list listed so
here goes:

I burn a data CD-R in my Dell 8250 running WinXP-Home
using Roxio Basic 5.3 (Samsung SW 240B burner). I
finalize the CD under Joliet and Mode 1:CD-ROM and burn at
24x.

I can read it on a laptop running WinNT4 and on a friend's
Win2K PC, but it cannot be read in my other PC running
Win98SE, or other PC's running unknown Win versions (Kodak
Picture Maker machine at a drugstore). If I burn an AUDIO
CD, it can be read without a problem.

I have tried 3 different brands of CDs. Imation, Fuji and
TDK. The Win98 PC has a CD-R and can burn and read the
Imation CDs. It can also read software CDs no problem. I
do not think it is a problem with the CD-ROM drive on the
reading machines.

The only thing I can see as a differentiator is that the
Win2K, WinXP and WinNT PCs are have an NTFS file system.
The Win98 PC is FAT and I have no idea what the Kodak ones
use.

Roxio will not support me because the SW is OEM supplied.
Dell will not support me unless I pay (found the problem
after the 30 day SW warantee ran out). Other discussion
groups have failed ot read the entire text of the problem
and provide inaccurate answers.

This is driving me nuts and I do not feel confident that a
CD I burn can be read by anyone. I am a photographer and
need to share my pictures on CD. HELP!! Thanks in
advance.

I think it actually IS your CD-ROM Drive. I think any CD
Rom drive made from 98 and before won't read "burnt" cd's
(The cd is too light). Hope that was helpful...

High burning speeds can cause the CDs to be read only with the drives that
can read at the same speed. Alos, a lot of older CD Rom drives can not read
the 700MB CD correctly.

Try to create a cd at 4X or 2X to compatibility test.

I don't think I agree with any of you. I can format a disc in Windows 98 and can burn and save to it like a regular old floppy. When I try to use the same disc in 2000 or XP it says the CD is read only. I can also format a disc in 2000, but 98 and XP say it's only read-only. I think it has something to do with Microsoft's internal workings, not the cd's or readers. I have many others who are running into the same problem. It's a nighmare!
