Caution message on start up

When computer starts, I get the following caution message: "You are
attempting to open a file of type 'Microsoft Office Outlook Configuration
File' (.cfg).
These files are used by the OS and bt various programs. Editing or
modifying them could damage your system.
If you still want to open the file, click open with otherwise click cancel."
I'm using Office XP with XP Pro.

By default Outlook doesn't load on startup and this is not caused by Outlook
itself.
What applications do you have automatically starting on login?
What is the exact filename and its location?
Also note that cfg-files are being used by many application and that you
only have it bound by default to open it with Outlook.
