Carriage return from mailto

Hello

When I had Internet Explorer v5.5, the carriage return "%250d" was inserted just fine into the message body when I used Mailto URL. Now I have IE v6, and the "%250d" is NOT inserted anymore, making all on a single line in the message body. Anyone have any idea why and how to fix it ? I'd greatly appreciate all your help. Here's is my sample
"mailto:email1?subject=subject1&body=line1%250dline2%250dline3"

Which encoding are you using?
It's under the View menu
