can't write to new cd-r disks

I have TDK disks rated up to 48x and a 48x drive. I get an error message when I try to writr or format "E:/ not accessable. incorrect function"

Right-click on the drive letter, in Windows Explorer, click the RECORD tab
and verify that recording is enabled for that drive. It can be enabled
for only ONE drive at any one time.
