Can't View Toolbar Control Properties

I have two mdb files. Both have the same custom toolbar I created. I now want
to make changes to one of the commands on the toolbar so I right click the
toolbar and left click the Customize button so the Customize window appears.
So far this works on both mdb files. I next right click on the tool bar
control to call up the properties. This is the problem. In one mdb file I
can right click on the control to view the properties but on the second,
right clicking on the control does nothing. It is as if it is locked yet I
don't know how to or if it can be locked. How can I "unlock" this toolbar
control menu so I can change its properties?

I also find that for some reason - at times my right click to bring up
Properties of a control does nothing....and I have to use the Properties icon
up in the menu/tool bar...

Will be interested in what advice comes along on this .....
